This standard is edited by China Northwest Architecture design and research institute, Xi’an Green Building Science and Technology Research Association and Xi’an Housing and Urban-rural Construction Bureau. “Design Standard for Energy Efficiency of Residential Buildings in Xi’an” has been approved by the Shaanxi Provincial Department of Housing and Urban-Rural Development and the Shaanxi Provincial Market Supervision Administration to organize relevant departments and experts, and is now promulgated as the Shaanxi Provincial Construction Standards. The standard, numbered DBJ/61-164-2019, which will be implemented from May 1st, 2020, which means the energy conservation standard has been further improved in this area. The standard will be to increase the energy efficiency for residential buildings from 65% to 75% in Xi’an and the heat transfer coefficient value of external windows is limited to less than 2.2 W/m2･K.

由中国建筑西北设计研究院有限公司、西安市绿色建筑科学技术研究会和西安市住房和城乡建设局主编的陕西省工程建设标准《西安市居住建筑节能设计标准》，已经陕西省住房和城乡建设厅与陕西省市场监督管理局组织有关部门和专家审定通过，现颁布为陕西省工程建设地方标准，标准号为DBJ/61-164-2019，自2020年5月1日起实施，节能标准进一步提升。该标准将西安居住建筑节能率由65%提升到75%，外窗传热系数限制小于2.2 W/m2･K。
